The Hang Seng University sponsored and supported the reception at the 11th Annual Centre for Global Higher Education (CGHE) Conference 2026, held at the University of Oxford, UK, on 23-24 April 2026.

The HSUHK team, led by Professor Mok Ka-ho, Provost and Vice-President (Academic and Research) and concurrently Dean of Graduate School, and Dr Ayomide Oladosu, Senior Research Fellow, actively participated in the influential international event. The year's conference, themed "Navigating the Equity Crisis in Global Higher Education: Affordability, Access, and Sustainability," was proudly supported by HSUHK.

The conference brought together leading scholars, policymakers, and higher education experts from around the world to address critical challenges facing global higher education.

Hong Kong's higher education vision in the spotlight

Dr Jeff Sze, Under Secretary for Education of the Hong Kong SAR Government, delivered a speech highlighting the Government's latest initiatives to strengthen Hong Kong's higher education sector and its strategies to attract and retain global talent.

Professor Mok was invited to deliver a speech at the reception sponsored by HSUHK as a co-organiser of the annual conference. He showcased Hong Kong's position as a global hub for talent and innovation. Professor Mok also emphasised HSUHK's active role in supporting the Government's vision and enhancing the city's competitiveness in higher education and research.

HSUHK hosts two key panel sessions

HSUHK hosted two panel sessions during the conference. The first examined talent attraction and retention strategies, exploring effective policies and institutional practices for building sustainable academic talent pipelines. The second panel focused on China–Africa relations in higher education, fostering dialogue on cross-regional collaboration and student mobility.

During these sessions, Professor Mok and Dr Oladosu presented findings from their ongoing Public Policy Research (PPR)-funded project on strategies for attracting and retaining doctoral talent in Hong Kong. They also shared valuable insights into the experiences of African students studying in China, contributing to important discussions on internationalisation and student mobility.

Their presentations were warmly received by international participants, who showed keen interest in Hong Kong's higher education development and engaged actively in discussions about academic and research opportunities in the city.

HSUHK strengthens global higher education ties during London visit

Professor Mok Ka-ho, Provost and Vice-President (Academic and Research) and concurrently Dean of the Graduate School at HSUHK, was invited to visit two of the UK's leading higher education institutions on 21 and 22 April 2026. The visit provided a valuable platform for higher-level dialogue on student learning, research collaboration, and the evolving landscape of global higher education.

Engaging world-class institutions

The two-day visit focused on deepening connections with some of the United Kingdom's most prestigious institutions. At King's College London, Professor Mok engaged in in-depth discussions with academic colleagues on enhancing student experience and fostering cross-border research partnerships. He then delivered a well-received invited talk at the Institution of Education (IOE), University College London (UCL), where he presented his latest research on Hong Kong's vision to establish itself as an international higher education hub.

Visionary research on education hubs

Drawing on comparative perspectives, Professor Mok analysed how the United Kingdom, Singapore, and Malaysia have successfully attracted international doctoral students. He offered fresh insights into the distinctive features of Hong Kong's hub initiative and its potential to carve out a unique position within the global landscape. The presentation formed part of the Centre for Global Higher Education's webinar series, associated with the University of Oxford, and attracted strong engagement from both on-site and online participants. The session resonated deeply with a diverse audience of scholars and policymakers, sparking vibrant engagement from both in-person and virtual attendees.

Tangible outcomes and future synergy

The visit also advanced strategic collaboration between HSUHK and UCL. Professor Mok forged closer research ties with the IOE in the field of sustainability studies. As a concrete outcome, joint research events co-organised with IOE, UCL, will be hosted at HSUHK in November 2026.

The Hang Seng University of Hong Kong (HSUHK) is strengthening its international profile through new strategic partnerships with two leading UK institutions – Durham University and the University of Glasgow.

Professor Mok Ka-ho, Provost and Vice-President (Academic and Research) and concurrently the Dean of the Graduate School, visited both universities on 27 and 28 April 2026 to build closer academic ties and create exciting new opportunities for students and faculty.

Advancing student global mobility

At Durham University, Professor Mok signed a Memorandum of Understanding (MoU) that paves the way for joint academic programmes, enhanced research collaboration, staff exchanges, and co-hosted international symposium and seminar series.

During his visit to the University of Glasgow, Professor Mok held productive discussions with the Dean of the School of Education and senior academic leaders to explore collaborative opportunities in teaching and research, with a strong emphasis on promoting international student mobility.

Resonance through care in Hong Kong, shared progress across the Greater Bay Area

The "Guangdong Provincial Primary and Secondary School Psychological Health Teacher Leading Talent Professional Training Programme" has concluded successfully in Hong Kong. Organised by the Guangdong Provincial Department of Education and co-organised by South China Normal University, together with the Graduate School and the School of Interdisciplinary Studies of The Hang Seng University of Hong Kong (HSUHK), the seven-day programme brought together core psychological education teachers from Guangdong for an intensive period of academic learning, school-based observation and professional exchange.

The programme focuses on four core objectives: "Integration, Expansion, Synergy, and Transformation". Through a carefully designed curriculum that bridged theoretical development and practical application, participants examined macro-level policy, school-based practice and social support systems, with the aim of translating Hong Kong's experience into actionable approaches in Guangdong.

Professional exchange and thematic learning

Throughout the programme, participants attended a series of thematic lectures and workshops covering school support systems, adolescent mental health, emotional education and counselling practice. In the specialised sessions, numerous Hong Kong education experts and principals shared insights on topics such as systemic leadership, whole-school mental health ecology, emotional education practices, adolescent support, and the integration of school, family and community resources.

These high-quality professional exchanges broadened participants' understanding of mental health education in Hong Kong and offered practical insights for strengthening school-based well-being initiatives upon their return to Guangdong.

Community and institutional visits

The programme also included visits to community organisations and social service settings, further broadening participants' understanding of Hong Kong's mental health support ecosystem. These included a cultural study tour in Central, as well as thematic exchanges with Caritas Dr. & Mrs. Olinto de Sousa Integrated Family Service Centre, Stewards Youth Outlook, and Stewards Take Your Way Clubhouse (Sha Tin).

Through these exchanges, participants explored the roles of family services, early intervention, community-based support and rehabilitation-oriented care in youth mental health. The visits reinforced the importance of the "home-school-community" triad in safeguarding young people's growth and well-being.

School visits and field study

A key feature of the residency was the immersive school-visit component, during which participants visited a number of distinctive primary and secondary schools in Hong Kong. Through classroom observation, dialogues with principals and professional discussions, they gained first-hand insight into the diversity and innovation of Hong Kong's educational practice in mental health support, positive education, SEN (Special Educational Needs) provision and whole-person development.

Among the schools visited were:

HKUGA College, which demonstrated a whole-school positive education approach centred on the "4Rs".
Catholic Mission School, which showcased a people-centred happy campus built around servant leadership.
The Hong Kong Sea School, where experiential learning and discipline training were used to foster students' self-confidence, responsibility and resilience.
Fortress Hill Methodist Secondary School, which shared its SEN support strategies based on life planning.
Tseung Kwan O Methodist Primary School, which presented its early-stage approach to building a protective network for students' physical, mental and spiritual well-being.

These vivid examples offered participants a wide range of educational perspectives and encouraged them to reflect on how mental health education can be integrated into curriculum design, school culture, student support and cross-professional collaboration.

A shared future for mental health education

The programme enabled participants to gain a systematic understanding of Hong Kong's theories and practices in mental health education while inspiring deeper reflection on innovation in school-based support systems. Participants expressed their intent to bring back what they had learned, seen and felt in Hong Kong, and put their learning into practice to strengthen student support in their own schools in a more targeted, comprehensive and caring way.

The successful conclusion of track programme reflects the Guangdong Provincial Department of Education's strong commitment to developing a professional mental health teaching workforce, as well as the active contribution of South China Normal University and HSUHK in advancing Guangdong-Hong Kong educational collaboration. Looking ahead, both sides will continue to deepen exchanges and mutual learning, and work together to promote high-quality development in mental health education across the Greater Bay Area.

HSUHK delegation visits Beihang University to forge strategic partnerships

A senior delegation from The Hang Seng University of Hong Kong (HSUHK), led by Professor Joshua Mok Ka-ho, Provost and Vice-President (Academic and Research), visited the School of Humanities and Social Sciences at Beihang University, Beijing China on 10 April 2026. The visit featured a high-level academic lecture and a strategic roundtable designed to deepen cross-border educational collaboration.

The delegation was warmly received by Professor Jinsong Cai, Dean of the School of Humanities and Social Sciences, alongside senior faculty members and student representatives.

Redefining Global Talent Mobility in a Multipolar World

A primary highlight of the visit was Professor Mok's keynote lecture, "Doctoral Mobility, Geopolitics, and Global Higher Education: The Hong Kong Experience from a Comparative Perspective". Addressing a capacity audience, Professor Mok noted that while the global international student population is projected to reach nearly nine million by 2030, traditional "Push-Pull" and "Human Capital" theories are no longer sufficient to explain modern migration patterns. In response to post-pandemic shifts and evolving geopolitical landscapes, Professor Mok introduced a "Multipolar Higher Education Perspective."

Drawing from extensive research across Hong Kong, Singapore, Malaysia, and the UK, Professor Mok shared three critical insights:

New Decision Drivers: Geopolitical stability, health security, policy consistency, and family support systems are now as influential as academic reputation in determining student mobility.
The Trinity Strategy: He emphasized that Hong Kong's evolution into a global education hub relies on the systematic integration of Education, Technology, and Talent.

Following the lecture, HSUHK representatives met with Beihang's International Division for a strategic roundtable. Professor Mok underscored the long-standing relationship between the two institutions and expressed a shared vision to elevate the partnership to new heights.

To conclude the visit, Ms Emily Wong, Manager of the Graduate School at HSUHK, led an informative session for students interested in pursuing advanced degrees in Hong Kong.

She underscored HSUHK's distinctive 'Liberal + Professional' Education motto, which fosters students' holistic development alongside a strong international and professional outlook. The session provided comprehensive information on competitive scholarships and enhanced learning opportunities, including support for attending international conferences and student exchanges. In particular, postgradaute programmes on Public Administration, Education, and interdisciplinary studies have been shared. Looking ahead, Graduate School outlined plans to deepen internationalisation through strategic collaborations with prestigious universities, including joint summer schools and dual-degree programmes. Guangdong-Hong Kong collaboration builds foundation for mental health teacher training at HSUHK

On 20 April 2026, the "Guangdong Provincial Primary and Secondary School Psychological Health Teacher Leading Talent Professional Training Programme" officially launched at The Hang Seng University of Hong Kong (HSUHK). Organised by the Guangdong Provincial Department of Educationand co-organised by South China Normal University alongside the Graduate School and the School of Interdisciplinary Studies of HSUHK, the programme welcomed 25 core psychological education teachers from the Guangdong-Hong Kong-Macao Greater Bay Area for a seven-day intensive academic residency and field study.

The programme focuses on four core objectives: "Integration, Expansion, Synergy, and Transformation." Through a systematic design of "four dimensions and one landing point," participants will analyse macro policies, school practices, and social support systems. The curriculum progresses from theoretical construction to practical operations, ensuring participants can accurately translate Hong Kong's experience into actionable practices upon their return to Guangdong.

At the opening ceremony, Professor Mok Ka-ho, Provost and Vice-President (Academic and Research), Dean of the Graduate School and Director of the School of Interdisciplinary Studies of HSUHK, delivered a warm welcoming speech via an online platform. Professor Mok noted that in an increasingly complex social environment, cross-regional educational collaboration is a necessity. "The University attaches great importance to the 'holistic development' of students," he said. "We hope this residency strengthens the integration of educational management and youth mental health support between Guangdong and Hong Kong, creating a broader learning platform for young people".

Dr Zhang Qian, Deputy Director of the Primary and Secondary School Teacher Development Centre at the South China Normal University, highlighted that the cross-border residency aims to broaden participants' systemic perspectives. The goal is to align with Guangdong's education system in areas such as home-school-medical-community synergy and professional leadership in mental health.

The ceremony included an exchange of souvenirs between representatives from HSUHK and South China Normal University, symbolising the deep academic friendship and a shared commitment to building a robust support network for youth mental health.

The first thematic lecture following the ceremony was co-led by Mr Wong Siu-hung and Mr Carl Chung, Dean of the Positive Education Institution. Titled "Starting from the 'Heart' — Landscapes and Enlightenments of Psychological Support for Hong Kong Students," the session explored Hong Kong's "Three-tier Support System." This includes school-wide positive education (Tier 1), targeted group support (Tier 2), and intensive professional intervention (Tier 3).

Over the next seven days, the 25 leading talents will continue to deepen their expertise through school visits, dialogues with principals, inspections of social service points, and thematic seminars. This journey is set to inject new momentum into the support networks for the psychological growth of youth in the Greater Bay Area.

The Hang Seng University of Hong Kong (HSUHK) proudly announces that Professor Joshua Mok, Provost and Vice-President (Academic and Research), has been appointed Founding Editor-in-Chief of the new English-language academic journal Perspectives of Higher Education (《高等教育新視野（英文）》).

The journal's official launch conference, jointly organized by the Chief Association of Higher Education and Xiamen University with support from the Chinese Ministry of Education, was held in Beijing on 11 April 2026 under the theme "Gathering Higher Education Wisdom, Embracing the World".

The high-profile event attracted more than 50 leading scholars and experts from China and overseas. In his keynote speech as Editor-in-Chief, Professor Mok emphasised the urgent global demand for rigorous, forward-looking and international oriented research in higher education amid rapid geopolitical shifts, disruptive digital technologies and evolving societal expectations.

"Perspective of Higher Education seeks to build an international platform that connects theoretical exploration with practical innovation, transcends disciplinary and national boundaries, and transforms academic wisdom into effective action for social progress," he said.

HSUHK Graduate School co-hosts international webinar:Knowledge Exchange via Social Media Among Chinese Academics in the AI Era

On 31 March 2026, the webinar "Ideas and Universities" titled "Institutional Logics of Knowledge Exchange via Social Media in the Age of AI: Chinese Academics' Perspective" was successfully held. The event was co-organised by the Graduate School of The Hang Seng University of Hong Kong (HSUHK) and the Centre for Global Higher Education (CGHE), with support from the Asia-Pacific Higher Education Research Partnership (APHERP). The session was moderated by Professor Mok Ka-ho , Provost and Vice-President (Academic and Research) of HSUHK, featuring Dr Zheng Gaoming, Assistant Professor at the Institute of Higher Education Research, Tongji University, as the keynote speaker.

Research presented at the webinar revealed that academics in Mainland China are actively using social media platforms (such as Bilibili and Douyin) for public knowledge exchange. Data showed that the number of active scientists on Bilibili surged from nine in 2017 to over 640 by 2025. The study suggested that this trend is driven by a sense of professional mission and community service—a modern manifestation of the traditional Chinese "scholar-official" culture—rather than policy factors.

The study also highlighted that AI algorithms serve as both an enabler and a challenge. On the one hand, they accelerate knowledge dissemination; on the other hand, they may lead to issues such as content oversimplification and "information cocoons". Furthermore, the current academic evaluation system does not yet fully recognise the value of knowledge exchange via social media – a key concern for future policy consideration.

Through co-organising this international webinar, the Graduate School of HSUHK continues to promote cutting-edge discussions on the development of higher education in the AI and digital era, while fostering dialogue between local and international academic communities. HSUHK strengthens Belgium ties: meets Belgian Consul General to advance academic and cultural collaboration

In a significant step towards deepening international partnerships, Professor Joshua Mok Ka-Ho, Provost and Vice-President (Academic and Research) of The Hang Seng University of Hong Kong (HSUHK) paid a courtesy visit to the Consul General of Belgium in Hong Kong on 2 April 2026.

The meeting focused on exploring expanded collaboration in academic mobility and cultural exchanges, while identifying new opportunities in transdisciplinary studies, liberal-arts education, and joint research projects – priorities that align closely with HSUHK's strategic internationalisation agenda.

Professor Mok emphasised HSUHK's commitment to meaningful cross-cultural partnerships. "Belgium's rich academic tradition and vibrant cultural heritage off tremendous opportunities for our students and faculty," he said. "Building on our existing ties with Belgian institutions, we aim to create more immersive exchange experiences and co-developed initiatives that prepare students and academics for a globalised world."

Established Foundations: HSUHK's Belgium Partnership History

HSUHK has cultivated active partnerships with Belgian institutions since 2021 as part of its growing European network, which now comprises more than 55 partner institutions. Key Belgian collaborators include the EPHEC University College (Brussels), the ICHEC Brussels Management School, and the UCLouvain Saint-Louis – Bruxelles.

These partnerships have enabled substantial students and faculty mobility, including semester-long exchanges and specialised summer programmes. HSUHK students and faculty have gained valuable exposure to Belgium's multilingual and innovation-driven higher education environment, while Belgian participants have benefited from the vibrant, cross-cultural learning atmosphere at HSUHK.

The partnerships form an integral part of HSUHK's broader internationalisation strategy, which prioritises not only mobility but also genuine academic and cultural integration.

The Consul-General welcomed the discussion, underscoring Belgium's longstanding commitment to educational diplomacy in Asia and expressing strong support for closer people-to-people links between Hong Kong and Belgian higher education institutions.
