A delegation from The Hang Seng University of Hong Kong (HSUHK) visited Malaysia from 19 to 22 October 2026. Led by Professor Joshua Mok, President of HSUHK, the delegation comprised Dr Josiah Chan, Vice-President (Organisational Development), and representatives from Provost and Vice-President (Academic & Research), the Graduate School, the Registry and the Global Affairs Office. The delegation participated in the AppliedEdu Xchange 2026 and engaged university leaders and education stakeholders from across ASEAN and beyond.

Professor Mok offers his visionary perspectives on the future of higher education and the aspirations of HSUHK during his opening keynote address.

The four-day visit covered a range of organisations and institutions. The delegation took part in the AppliedEdu Xchange 2026; witnessed the establishment of new partnerships with Universiti Tunku Abdul Rahman (UTAR) in Malaysia and First City Providential College (FCPC) in the Philippines; and renewed HSUHK's longstanding cooperation with the United Chinese School Committees' Association of Malaysia (Dong Zong). The delegation also visited Sunway University, Taylor's University and the University of Nottingham Malaysia to explore deeper academic exchange and future collaboration.

Professor Mok, accompanied by the HSUHK delegation, visits Taylor's University for an exchange of views. The delegation is warmly welcomed by Taylor's University senior management, including Professor Dr Barry Winn, Vice-Chancellor and President; Professor Dr Darren Bagnall, Pro Vice-Chancellor, Academic; and Professor Dr Chong Siong Choy (Eddy), Executive Dean of the Faculty of Business and Law.

Dr Josiah Chan, Vice-President (Organisational Development) of HSUHK, shares the university's insights and achievements in postgraduate education, international collaboration, and student development, emphasizing the unique opportunities available for studying in Hong Kong.

The visit brought HSUHK's postgraduate education perspectives into regional dialogue. At Sunway University, the Graduate School shared its experience in postgraduate education, international engagement and student development, and exchanged views with institutions on the direction of postgraduate education. Stronger connections with ASEAN institutions and education organisations help widen postgraduate students' academic networks, international exposure and cross-cultural learning opportunities, while raising the University's visibility in the regional higher education community and laying the groundwork for future collaboration.

The Graduate School will continue dialogue with ASEAN partners, exploring opportunities for postgraduate programme collaboration, student exchange and international learning experiences, and joint academic and research activities. These efforts will turn regional connections into concrete opportunities that enrich postgraduate learning and development and further strengthen educational links between Hong Kong and ASEAN.

Responding to the HKSAR Government's commitment to position Hong Kong as an international education hub, The Hang Seng University of Hong Kong (HSUHK) announces the launch of the inaugural HSUHK International Doctoral Education Hub Index (Hong Kong), the first in a planned annual survey series seeks to provide evidence on how international doctoral talent perceive Hong Kong as a study destination and the factors influencing their decisions to study, work, and settle there.

The launch comes at a time when Hong Kong is advancing its ambitions to become an international hub for higher education, research, innovation, and talent development, as reflected in recent policy discussions surrounding talent attraction, the development of higher education, and the city's long-term innovation strategy. Against this backdrop, the Index aims to contribute evidence that can support informed discussion on doctoral education and talent development.

The inaugural survey was conducted between August and September 2026, receiving around 300 responses from aspiring and current doctoral students, as well as recent doctoral graduates. Respondents represented 18 countries or regions across Asia, Africa, Europe, North America, and Oceania.

The findings suggest that Hong Kong is viewed favourably by respondents as a preferred destination for doctoral study. Among the 18 study destinations evaluated, Hong Kong recorded the highest average rating as a preferred destination for doctoral study (8.09 out of 10) and was the only destination to achieve a median score of 9. More than 72% of respondents rated Hong Kong between 8 and 10, indicating a generally positive perception among survey participants (see Figure 1 below).

The survey also sheds light on what matters most to prospective and current doctoral students. Respondents rated scholarships and tuition support (9.26/10) as the most important factor influencing destination choice, followed by safety and political stability (8.82/10), language of instruction and tuition affordability (both scoring 8.68/10), and employment prospects (8.39/10). These findings suggest that financial support, quality of life, and future career opportunities remain central considerations in international doctoral mobility decisions (see Figure 2).

At the same time, respondents identified several challenges associated with doctoral study. Career prospects after graduation (8.07/10), financial difficulties (7.83/10), and housing affordability (7.17/10) emerged as some of the most significant concerns. These findings highlight the importance of looking beyond student recruitment and considering the broader conditions that shape doctoral students' experiences and long-term settlement decisions.

The survey further found that 93.3% of respondents expressed at least some willingness to remain in their host destination after completing their doctoral study, including nearly three-quarters reported being very or extremely willing to stay. Although stated intentions do not necessarily translate into future behaviour, the findings suggest the importance of providing attractive career pathways, research opportunities, and supportive living environments if destinations hope to retain highly skilled doctoral graduates.

Professor Joshua Mok Ka-ho, President of HSUHK and Principal Investigator of the study, noted that attracting doctoral talent is only one part of a broader talent development strategy. Sustained competitiveness will depend not only on scholarships and university reputation, but also on the availability of meaningful career opportunities, strong research ecosystems, affordable living conditions, and supportive environments for long-term professional development. A family-friendliness environment is also critical to attract and retain for global talent for work and future development.

Professor Mok said, "As the first edition of a planned annual initiative, the HSUHK International Doctoral Education Hub Index (Hong Kong) establishes a baseline for tracking changes over time in doctoral students' preferences for Hong Kong as a study destination. The 2026 study will set a baseline index of 100. Future surveys will continue to monitor emerging trends and contribute evidence to discussions on higher education, talent attraction, research development, innovation, and the global competition for highly skilled talent. The analysis of data generated from the study will help inform public policymaking in Hong Kong." Professor Mok added that the team plans to extend the index to major cities in Chinese Mainland and other parts of Asia in the future.

The study is part of the project "Strategies to Attract and Retain High-calibre Talents to Pursue Further Studies at Doctorate Level in Hong Kong for Nurturing Specialised Talents that will Contribute to Hong Kong's Development" and is funded by the HKSAR Government's Public Policy Research Funding Scheme.

In October, the Graduate School and Student Affairs Office of The Hang Seng University of Hong Kong jointly organised the Mental Health First Aid Certificate Course (Youth) at HSUHK@Shek Mun. Offered under the 2026/27 HIGH Programme, the course aimed to deepen postgraduate students' understanding of youth mental health and strengthen their ability to provide appropriate initial support.

Across four sessions, two accredited instructors introduced common emotional and mental health problems, practical approaches to offering initial support, and ways to help those in need seek professional services. The course also covered stress management and self-care, encouraging students to care for their own well-being while supporting others.

Clear explanations and interactive activities helped students relate their learning to everyday situations. Through active participation, students explored how to apply their knowledge to support people around them and considered its relevance to their work and involvement in the community.

By combining mental health awareness with practical learning, the course supported students' personal development and capacity to care for others. It reflected the HIGH Programme's commitment to extending learning beyond academic study and nurturing a caring postgraduate community.

Student Voices

ZHU Jianzhong (left), a student in the Master of Arts in Art Business programme, shared, "The course offered practical knowledge that I can apply to support people around me. As I also work in a related field in Shenzhen, I hope to bring what I have learned in Hong Kong into my work and reach more people in need."

The interactive activities helped me stay engaged and deepen my understanding of the material. Overall, it was a valuable learning experience that combined clear teaching with active participation. On 16 October 2026, the Graduate School (GS) of The Hang Seng University of Hong Kong (HSUHK) co-hosted the International Symposium on Governance, Society, and Resilience: Critical Reflections from East Asia with the College of Social Sciences at National Taiwan University (NTU), the Taiwan Society Resilience Research Center, and the Consortium for Social Change, Well-being, and Social Policy Studies. The hybrid symposium brought together scholars and practitioners to examine governance and societal resilience in East Asia. Discussions covered fiscal policy, migration, care and the potential risks of emerging artificial intelligence (AI). 

Welcome and opening remarks

Professor Yu-ying Kuo welcomed participants on behalf of Professor Yu-tzung Chang, Dean of the College of Social Sciences at NTU, and thanked the organising institutions. Reflecting on the geopolitical, economic, demographic and environmental pressures facing East Asia, Professor Kuo called for comparative research and evidence-based governance to help societies prepare for an uncertain future. Her remarks set a shared direction for the day: looking beyond short-term responses towards lasting resilience. She also thanked the HSUHK and NTU teams for making the gathering possible. 

Professor Joshua Mok Ka-ho, President of HSUHK, also delivered the opening remarks, emphasising the critical importance of cross-border academic collaboration in cultivating caring professionals and driving impactful, compassionate research. He highlighted how the university's liberal-plus-professional education model empowers scholars and students to tackle complex regional challenges—from economic and AI disruptions to aging societies—with real-world impact. 

Session 1: Governing through crises

The first session, moderated by Professor Yu-ying Kuo of National Taiwan University (NTU), explored how governments and citizens respond to crises across East Asia. Cheng-yan Li, a PhD student at NTU, presented experimental evidence on public support for crisis-related spending. Ching-mei Lin, former Program Director of Rainbow Adult Day Health Care in Massachusetts, and Professor Kuo examined the attitudes underpinning democratic resilience. Professor Kuo also contributed to a comparative study of emergency fiscal responses with Yu-tou Hsieh, Manager at CTBC Bank. Yihan Guo, a graduate student at Nanyang Technological University, examined fintech and tariff shocks, drawing attention to the methodological challenges of evaluating trade resilience. Together, the presentations highlighted the importance of public trust, institutional capacity and robust evidence in shaping effective responses to uncertainty. 

Roundtable Discussion: Potential Risks and Benefits in the Digital Era

Moderated by Dr Kin-man Wan of HSUHK, the roundtable featured presentations by Zhenlin Chen, a doctoral student at Lingnan University, Dr Pui-shan Ho of HSUHK and Dr Wan. Chen examined how teaching supported by large language models influences students' digital self-efficacy and entrepreneurial intentions. Ho explored the role of artificial intelligence in shaping consumer brand preferences in retail banking markets, while Wan analysed the impact of disinformation on political trust. Together, the presentations illustrated how digital technologies are reshaping education, consumer behaviour and political trust across different contexts. 

Session 2: Institutions for well-being

The second session was moderated by Associate Professor Shun-wen Wu of NTU. Professor Wu examined patterns of medical utilisation among civil servants. Chao Lien, a PhD student at NTU, and her co-authors reassessed the relationship between the Economic Cooperation Framework Agreement (ECFA) and inequality in Taiwan. Antoni Lukasik, a PhD candidate at the University of Warsaw and Visiting Fellow in the DECRIPT Programme in Paris, explored how influence can extend beyond formal recognition. Hung-lin Yeh, Assistant Professor at Kainan University, considered how fiscal reform could support local economic development and address demographic challenges. These studies offered complementary perspectives on how policy design can promote well-being, equitable development and institutional adaptability. 

Session 3: Caring, ageing and resilience

The third session, moderated by Dr Jacky Choy, Assistant Professor at HSUHK, focused on ageing, care and rural life. Dr Ayomide Oluwaseyi Oladosu, Senior Research Associate at HSUHK, and his co-authors explored the role of digital inclusion in building age-friendly Asian cities. Dr Victor Chan, Assistant Professor at HSUHK, examined intergenerational adaptation among families relocating to rural Japan, while Dr Choy shared research on dementia care involving multiple family carers in Hong Kong. Together, the papers highlighted how inclusive policies and sustained support for family and community relationships can strengthen societal resilience. 

Closing Remarks: Universities as community partners

As the symposium drew to a close, Professor Joshua Mok underscored the responsibility of universities to respond to Asia's ageing urban landscape. Beyond producing research, higher education institutions can bring knowledge into neighbourhoods, equip students to address social needs and build partnerships that turn ideas into practical support. "When universities, neighbourhoods and community partners support social entrepreneurship and put genuine human care at the centre," Professor Mok said, "cities such as Hong Kong, including communities like Sha Tin, can turn the pressures of longevity into opportunities for deeper connection." From this perspective, a university becomes more than a place of learning: it serves as a civic partner, bridging generations and helping to ensure that older adults are recognised as vital members of the community.

From September to October, the Graduate School of The Hang Seng University of Hong Kong (HSUHK), through its HIGH Programme, partnered with Keylink Family Center to deliver Daily Cantonese classes for around 30 postgraduate students, supporting their adaptation to life in Hong Kong.

Across the four lessons, students built practical Cantonese skills through interactive games, group dialogues and everyday scenarios. They practised self-introductions, greetings and useful expressions for study, travel and dining, while pronunciation exercises and Cantonese songs made learning lively and accessible. Featuring local experiences such as "cha chaan teng dining" and Hong Kong food culture, the course strengthened students' confidence in daily communication and deepened their understanding of the city's language and culture.

Through the HIGH Programme, the Graduate School continues to enrich postgraduate education by offering practical learning opportunities that support students' academic, daily-life and career development.

Student Voices

Wang Bo, a student in the Master of Business Administration (in Chinese) programme, shared his learning experience, said, "I had never systematically learned Cantonese before, so I hoped the course would give me more opportunities to speak and practise Cantonese. As I plan to stay and work in Hong Kong, I believe continuous practice through the course will help me gradually adapt to the local language environment and build a stronger foundation for my future career here."

Wen Lingyue, a student in the Master of Arts in Chinese programme, said, "The lessons help me build experience in expressing myself in Cantonese and strengthen my communication skills. As Cantonese is important for workplace communication in Hong Kong, I hope the course will better prepare me for future work and help me communicate more effectively in professional settings."

The international academic conference "Global Energy Transition in the Uncertain Age of Climate Governance: Risks and Resilience" was held at The Hang Seng University of Hong Kong (HSUHK) on 22–23 September 2026. Co-organised by HSUHK's Department of Social Science, Centre for Public Policy Research and Centre for Greater China Studies, the conference was funded by the Research Grants Council of the Hong Kong Special Administrative Region under its Inter-Institutional Development Scheme (project number UGC/IIDS14/H04/25). 

More than 100 participants, including academics, policymakers, NGO representatives and students, joined discussions on the challenges and opportunities of energy transition. Speakers came from institutions including the University of Oxford, the University of Dundee, the Norwegian Institute of International Affairs, Peking University, Huazhong University of Science and Technology, Shih Chien University, the Chinese University of Hong Kong and the Hong Kong University of Science and Technology. 

In the keynote sessions, Professor James Henderson of the Oxford Institute for Energy Studies addressed geopolitics, while Professor Chang Chun-Ping of Shih Chien University discussed marine sustainability. Plenary speakers Professor Kong Dongmin of Huazhong University of Science and Technology and Professor Yang Lei of Peking University examined air pollution and firm efficiency, and opportunities for energy cooperation amid geopolitical turbulence, respectively. 

Four panel sessions explored supply chain risks and resilience, green finance and stranded assets, just transition and governance, and critical minerals and geopolitics. A practitioner roundtable considered how Hong Kong could strengthen its role as a regional platform for climate finance and energy transition, and the conditions needed to make that role credible and competitive.

Over 100 postgraduate students gathered for the Full Moon, Joyful Connections: Mid-Autumn Carnival under the 2026-27 HIGH Programme.

On 16 September 2026, the Graduate School of The Hang Seng University of Hong Kong (HSUHK), in collaboration with the New Home Association, presented Full Moon, Joyful Connections: Mid-Autumn Carnival under the 2026–27 HIGH Programme, attracting over 100 postgraduate students. Through student experience sharing, festive activities, live band performances, and interactive networking, the carnival enabled postgraduate students from different programmes to celebrate the Mid-Autumn Festival while building connections.

Professor CHOY Siu-kai, Dean of Graduate School, delivered the welcoming remarks, followed by opening remarks from Ms WONG Yim-ping, the Controller (Service Development) of New Home Association. The gathering created a welcoming setting in which postgraduate students could meet beyond the classroom. For students beginning a new stage of study, it offered an opportunity to become more familiar with the University community, exchange experiences and meet peers from other programmes. 

Practical insights from current students

A student sharing formed one of the key parts of the programme. Two current students Carter Liu (Left) and Jubi Yang (Right) from the Master of Arts in Entertainment Media Management and Communication shared their experiences of navigating postgraduate study. Their perspectives brought the discussion closer to students' everyday experiences. Rather than presenting postgraduate life only through formal academic information, the session allowed participants to hear directly from peers who were managing similar study commitments, expectations and transitions.

Culture and conversation

Festive cultural experiences, live band performances, Hong Kong-style refreshments and interactive activities added to the relaxed atmosphere. Icebreaking activities and interactive networking encouraged students from different programmes to introduce themselves and take part together. The lucky draw brought another lively moment to the celebration and concluded the programme on a cheerful note. 

Building a connected postgraduate community

Through the HIGH Programme, the Graduate School continues to enrich postgraduate education with experiences that connect academic study, cultural participation and student development. Full Moon, Joyful Connections demonstrated how a festive occasion can also become a starting point for new friendships, peer support and a stronger sense of belonging at HSUHK.

HSUHK is advancing its global research profile, marked by significant growth in internationally recognised scholars and outstanding early-career researchers, underscoring its emergence as a research-informed private university.

This academic year, 23% of HSUHK's professorial staff rank among the world's top 2% of scientists—a 20% year-on-year increase. These HSUHK Top Scholars are recognised by leading international benchmarks, including the Stanford/Elsevier World's Top 2% Scientists, Clarivate Highly Cited Researchers, Research.com Best Scientists Rankings, ScholarGPS, and major academic honours.

Professor Joshua Mok, President of HSUHK, said, "The growth of HSUHK Top Scholars reflects more than individual achievements. It demonstrates our strategic transformation into a university where impactful research, innovative teaching, and societal engagement reinforce one another. As we strengthen our research ecosystem, HSUHK is building a global reputation for scholarly excellence and meaningful impact."

In 2026-27, the University welcomed six outstanding early-career scholars in business management, social sciences, computer science and transdisciplinary studies. Their achievements include rankings among the top 10% of researchers globally by ScholarGPS and strong Scopus citation performance.

Professor David Tse, Acting Provost and Vice-President (Academic and Research), said, "HSUHK Emerging Scholars represent the next generation of innovators, educators and thought leaders whose ideas will shape emerging fields and address future challenges. By attracting exceptional young researchers from around the world, we are laying a strong foundation for sustained research excellence and long-term success."

These results reflect HSUHK's continued investment in talent, interdisciplinary collaboration, research infrastructure and international partnerships. As the University advances its research agenda, both established and emerging scholars are contributing to knowledge creation, innovation and societal impact, further strengthening HSUHK's influence on the global academic stage.
