On 19 May 2026, The Hang Seng University of Hong Kong (HSUHK) underscored its pivotal role in regional academic integration by participating in the high-profile "Roundtable on Deepening the Integration of Talent, Education, and Industry in Shandong, Hong Kong, and Macao". This significant event coincided with a high-level Forum for the Shandong-Hong Kong-Macau Higher Education Alliance, which brings together 17 leading member institutions across the regions to co-promote student learning, academic and research collaborations, and university-industry-business engagements.

Held at the Renaissance Hong Kong Harbour View Hotel during the Hong Kong-Macau-Shandong Week (18-22 May 2026), the Forum and Roundtable were hosted by high-level provincial authorities, including the Shandong Provincial Education Department and Shandong University. The event was officiated by key government officials from both the HKSAR Government and the Government of Shandong, with Dr Jeff Sze, Under Secretary for Education of the HKSAR Government, delivering an opening speech.

Professor Mok Ka-ho, Provost and Vice-President (Academic and Research) and Dean of the Graduate School, and Professor Mark Shuttleworth, Dean of the School of Translation and Foreign Languages (STFL) of HSUHK, representing HSUHK to engage in strategic discussions with government leaders and university heads, exploring synergistic opportunities in cross-border talent cultivation and the "Triple Helix" integration of education, science, and industry. During the Forum, Professor Mok was also interviewed by mainland media, sharing insights on how HSUHK can work creatively with universities in Shandong to enhance the internationalization of higher education and foster wider engagements in the Asian region.

Formalizing Collaboration: The HSUHK-SDVUFA MoU Signing

The morning reached a significant milestone with the official signing of a Memorandum of Understanding (MoU) between HSUHK and the Shandong Vocational University of Foreign Affairs (SDVUFA) to promote student and staff exchanges, academic and research collaborations, and other forms of inter-university partnerships.

Following the signing ceremony, Professor Mok and President Sun from SDVUFA, alongside representatives from both universities, engaged in deep, in-depth discussions on future collaborations. They agreed to actively kickstart this institutional partnership by promoting a student mobility programme in the coming summer of 2026, which will lay the groundwork for subsequent academic and research initiatives. Key areas of focus also included international education and the joint development of faculty members.

Participants in these discussions included Mr. Dannie Cheung, member of the HSUHK Council; Professor Mark Shuttleworth, Dean of STFL at HSUHK; Ms. Audrey Jiang, Founder of the Butterfly Development Education Foundation; Ms. Emily Wong, Manager from the Graduate School; and Ms. Scarlett Leung, Senior Manager of STFL. Professor Joshua Mok Ka-ho, Provost and Vice President (Academic and Research) and Dean of Graduate School at The Hang Seng University of Hong Kong (HSUHK), recently gave an interview in which he shared the University's educational philosophy, international strategy, future development trends, and educational achievements.

"Liberal Arts + Professional" Education Model

Professor Mok noted that HSUHK adheres to the "Liberal Arts + Professional" education model. The liberal arts component focuses on whole-person development, cultivating students' humanistic care and sense of social responsibility. The professional component provides diverse skills and career planning pathways. The two are equally emphasised, aiming to nurture versatile talents who  understand the world while possessing professional competencies.

Integrating AI with Global Academic Exchange

HSUHK has established partnerships with over 100 institutions worldwide, enabling undergraduate students to study at overseas partner universities during their four years of study. Professor Mok stressed that the University guides students to leverage artificial intelligence to address common human challenges. This summer, the University is jointly organising international study programmes with the University of Oxford and University College London, allowing students to go abroad for exchanges and explore how to use AI in the service of human development, thereby enhancing their global competitiveness.

Seizing Regional Opportunities

Looking ahead, Professor Mok believes that geopolitics poses risks to global educational collaboration, but the peace and stability of Asia provide significant opportunities for Hong Kong. The national "15th Five-Year Plan" explicitly supports Hong Kong's development into a higher education hub. HSUHK will actively respond to national and Hong Kong SAR government policies, join hands with partners at home and abroad to build international platforms, promote research outcomes on the world stage, and tell the stories of Hong Kong and China.

As Hong Kong confronts rapid population ageing alongside sustained outward migration, new research from The Hang Seng University of Hong Kong (HSUHK) offers a timely and evidence-based rethinking of how care, family and technology intersect across borders. Led by Professor Lucille Ngan Lok-sun of the School of Humanities and Social Science, the research demonstrates that older adults are not passive recipients of care, but active agents who use digital technologies to sustain family life, autonomy and wellbeing in transnational contexts.

From Distance to Connection: Rethinking Care in Mobile Society

Hong Kong's demographic trajectory is stark – by the mid-2040s, one in three residents is projected to be aged 65 or above. At the same time, many adult children have settled overseas, giving rise to a growing number of transnational families. Conventional models of eldercare, which build on assumptions of geographic proximity and face-to-face support, are increasingly misaligned with these realities.

Professor Ngan's multi-year research programme addresses this gap head-on. Integrating a Faculty Development Scheme (FDS)-funded project on navigating caregiving in transnational families with internationally peer-reviewed scholarship on digital technologies and transnational ageing, the research offers a coherent and forward-looking account of how families adapt care practices across borders.

Key Findings: Ageing, Technology and Shared Responsibility

Drawing on in-depth qualitative research with older Hong Kong adults whose children live abroad, the studies reveal several critical insights:

  • Older adults as active decision-makers: Far from being dependent or disengaged, many seniors take an active role in shaping their own care arrangements – e.g., coordinating support, making informed choices, and negotiating responsibilities within extended family networks.
  • Digital tools as caregiving infrastructure: Everyday technologies, such as video calls, messaging platforms, online services and smart home applications, now function as practical and emotional bridges. They enable remote monitoring, healthcare coordination and sustained intimacy, mitigating the constraints of physical distance.
  • Learning as empowering: Continuous engagement with digital learning enhances seniors' confidence, sense of purpose and social participation. Many older adults not only acquire new skills but also support peers, reinforcing community resilience.
  • Care as a shared, cross-border practice: Caregiving emerges not as a one-way flow, but as a negotiated, collaborative process involving older adults, overseas family members and local support systems.

Collectively, these findings challenge entrenched assumptions that quality eldercare must be local and that older people are resistant to technology. Instead, they present a more nuanced picture of capability, adaptability and shared responsibility.

Academic Impact with Public Relevance

Published in leading international journals and supported by competitive external funding, Professor Ngan's research advances scholarship in migration studies, gerontology and digital sociology. Equally important, it has resonated beyond academia, informing public debate on ageing, digital inclusion and family policy, underscoring the public value of university‑led research.

Policy Implications – Towards Digital Inclusion and Age-Friendly Futures

The research carries clear implications for policymakers and service providers. Targeted digital literacy initiatives, age‑friendly technology design and support for long‑distance caregivers can help narrow digital divides and strengthen transnational care arrangements. As Hong Kong plans for an ageing future, integrating digital inclusion into social and eldercare policy will be essential.

The Hang Seng University of Hong Kong sponsored and supported the reception at the Centre for Global Higher Education (CGHE) 11th Annual Conference 2026, held at the University of Oxford, UK, on 23-24 April 2026. 

The HSUHK team, led by Professor Mok Ka-ho, Provost and Vice-President (Academic and Research) and concurrently Dean of Graduate School, and  Dr Ayomide Oladosu, Senior Research Fellow, actively participated in the influential international event. The year's conference, themed "Navigating the Equity Crisis in Global Higher Education: Affordability, Access, and Sustainability," was proudly supported by HSUHK.

The conference brought together leading scholars, policymakers, and higher education experts from around the world to address critical challenges facing global higher education.

Hong Kong's higher education vision in the spotlight

Dr Jeff Sze, Under Secretary for Education of the Hong Kong SAR Government, delivered a speech highlighting the Government's latest initiatives to strengthen Hong Kong's higher education sector and its strategies to attract and retain global talent.

Professor Mok was invited to deliver a speech at the reception sponsored by HSUHK as a co-organiser of the annual conference. He showcased Hong Kong's position as a global hub for talent and innovation. Professor Mok also emphasised HSUHK's active role in supporting the Government's vision and enhancing the city's competitiveness in higher education and research.

HSUHK hosts two key panel sessions

HSUHK hosted two panel sessions during the conference. The first examined talent attraction and retention strategies, exploring effective policies and institutional practices for building sustainable academic talent pipelines. The second panel focused on China–Africa relations in higher education, fostering dialogue on cross-regional collaboration and student mobility.

During these sessions, Professor Mok and Dr Oladosu presented findings from their ongoing Public Policy Research (PPR)-funded project on strategies for attracting and retaining doctoral talent in Hong Kong. They also shared valuable insights into the experiences of African students studying in China, contributing to important discussions on internationalisation and student mobility.

Their presentations were warmly received by international participants, who showed keen interest in Hong Kong's higher education development and engaged actively in discussions about academic and research opportunities in the city.

He then delivered a well-received invited talk at the Institution of Education (IOE), University College London (UCL), where he presented his latest research on Hong Kong's vision to establish itself as an international higher education hub.

Drawing on comparative perspectives, Professor Mok analysed how the United Kingdom, Singapore, and Malaysia have successfully attracted international doctoral students. He offered fresh insights into the distinctive features of Hong Kong's hub initiative and its potential to carve out a unique position within the global landscape. The "Guangdong Provincial Primary and Secondary School Psychological Health Teacher Leading Talent Professional Training Programme" has concluded successfully in Hong Kong. Organised by the Guangdong Provincial Department of Education and co-organised by South China Normal University, together with the Graduate School and the School of Interdisciplinary Studies of The Hang Seng University of Hong Kong (HSUHK), the seven-day programme brought together core psychological education teachers from Guangdong for an intensive period of academic learning, school-based observation and professional exchange.

The programme focuses on four core objectives: "Integration, Expansion, Synergy, and Transformation". Through a carefully designed curriculum that bridged theoretical development and practical application, participants examined macro-level policy, school-based practice and social support systems, with the aim of translating Hong Kong's experience into actionable approaches in Guangdong.

Professional exchange and thematic learning

Throughout the programme, participants attended a series of thematic lectures and workshops covering school support systems, adolescent mental health, emotional education and counselling practice. In the specialised sessions, numerous Hong Kong education experts and principals shared insights on topics such as systemic leadership, whole-school mental health ecology, emotional education practices, adolescent support, and the integration of school, family and community resources.

These high-quality professional exchanges broadened participants' understanding of mental health education in Hong Kong and offered practical insights for strengthening school-based well-being initiatives upon their return to Guangdong.

Community and institutional visits

The programme also included visits to community organisations and social service settings, further broadening participants' understanding of Hong Kong's mental health support ecosystem. These included a cultural study tour in Central, as well as thematic exchanges with Caritas Dr. & Mrs. Olinto de Sousa Integrated Family Service Centre, Stewards Youth Outlook, and Stewards Take Your Way Clubhouse (Sha Tin).

Through these exchanges, participants explored the roles of family services, early intervention, community-based support and rehabilitation-oriented care in youth mental health. The visits reinforced the importance of the "home-school-community" triad in safeguarding young people's growth and well-being.

School visits and field study

A key feature of the residency was the immersive school-visit component, during which participants visited a number of distinctive primary and secondary schools in Hong Kong. Through classroom observation, dialogues with principals and professional discussions, they gained first-hand insight into the diversity and innovation of Hong Kong's educational practice in mental health support, positive education, SEN (Special Educational Needs) provision and whole-person development.

Among the schools visited were:

  • HKUGA College, which demonstrated a whole-school positive education approach centred on the "4Rs".
  • Catholic Mission School, which showcased a people-centred happy campus built around servant leadership.
  • The Hong Kong Sea School, where experiential learning and discipline training were used to foster students' self-confidence, responsibility and resilience.
  • Fortress Hill Methodist Secondary School, which shared its SEN support strategies based on life planning.
  • Tseung Kwan O Methodist Primary School, which presented its early-stage approach to building a protective network for students' physical, mental and spiritual well-being.

These vivid examples offered participants a wide range of educational perspectives and encouraged them to reflect on how mental health education can be integrated into curriculum design, school culture, student support and cross-professional collaboration.

A shared future for mental health education

The programme enabled participants to gain a systematic understanding of Hong Kong's theories and practices in mental health education while inspiring deeper reflection on innovation in school-based support systems. Participants expressed their intent to bring back what they had learned, seen and felt in Hong Kong, and put their learning into practice to strengthen student support in their own schools in a more targeted, comprehensive and caring way.

The successful conclusion of track programme reflects the Guangdong Provincial Department of Education's strong commitment to developing a professional mental health teaching workforce, as well as the active contribution of South China Normal University and HSUHK in advancing Guangdong-Hong Kong educational collaboration. Looking ahead, both sides will continue to deepen exchanges and mutual learning, and work together to promote high-quality development in mental health education across the Greater Bay Area.

A senior delegation from The Hang Seng University of Hong Kong (HSUHK), led by Professor Joshua Mok Ka-ho, Provost and Vice-President (Academic and Research), visited the School of Humanities and Social Sciences at Beihang University, Beijing China on 10 April 2026. The visit featured a high-level academic lecture and a strategic roundtable designed to deepen cross-border educational collaboration.

The delegation was warmly received by Professor Jinsong Cai, Dean of the School of Humanities and Social Sciences, alongside senior faculty members and student representatives.

Redefining Global Talent Mobility in a Multipolar World

A primary highlight of the visit was Professor Mok's keynote lecture, "Doctoral Mobility, Geopolitics, and Global Higher Education: The Hong Kong Experience from a Comparative Perspective". Addressing a capacity audience, Professor Mok noted that while the global international student population is projected to reach nearly nine million by 2030, traditional "Push-Pull" and "Human Capital" theories are no longer sufficient to explain modern migration patterns. In response to post-pandemic shifts and evolving geopolitical landscapes, Professor Mok introduced a "Multipolar Higher Education Perspective."

Drawing from extensive research across Hong Kong, Singapore, Malaysia, and the UK, Professor Mok shared three critical insights:

  • New Decision Drivers: Geopolitical stability, health security, policy consistency, and family support systems are now as influential as academic reputation in determining student mobility.
  • The Trinity Strategy: He emphasized that Hong Kong's evolution into a global education hub relies on the systematic integration of Education, Technology, and Talent.
  • Beyond the Classroom: Success lies not just in attracting global scholars, but in fostering an ecosystem where they can thrive professionally and socially – a necessity for Hong Kong's long-term demographic and social vitality.

Strengthening Institutional Ties: The Strategic Roundtable

Following the lecture, HSUHK representatives met with Beihang's International Division for a strategic roundtable. Professor Mok underscored the long-standing relationship between the two institutions and expressed a shared vision to elevate the partnership to new heights.

Key discussion points included inviting Beihang to join several international academic platforms led by HSUHK as part of the global platform integration, as well as solidifying plans for student exchange programmes, joint research initiatives, and collaborative talent cultivation.

Empowering the Next Generation: HSUHK Graduate Programmes

To conclude the visit, Ms Emily Wong, Manager of the Graduate School at HSUHK, led an informative session for students interested in pursuing advanced degrees in Hong Kong.

She underscored HSUHK's distinctive 'Liberal + Professional' Education motto, which fosters students' holistic development alongside a strong international and professional outlook. The session provided comprehensive information on competitive scholarships and enhanced learning opportunities, including support for attending international conferences and student exchanges. In particular, postgradaute programmes on Public Administration, Education, and interdisciplinary studies have been shared. Looking ahead, Graduate School outlined plans to deepen internationalisation through strategic collaborations with prestigious universities, including joint summer schools and dual-degree programmes. These initiatives reflect HSUHK's unwavering commitment to cultivating globally minded scholars equipped to excel in an interconnected world.

A one-week global learning sprint—experience Hong Kong with HSUHK

The Postgraduate Summer School Programme 2026—hosted by the Graduate School of The Hang Seng University of Hong Kong (HSUHK) under the theme "Empowering Future Leaders"—is a compact, high-impact summer residency for university students. In just 7 days and 6 nights, participants combine expert-led lectures with guided field visits, local exploration, and academic exchange across three pillars: Public Policy & Governance, Health Policy & Innovation, and Cultural Heritage & Sustainability.

More than a study tour, the programme is designed to shape how students think and lead in a complex world. Through site-based learning in Hong Kong—a global city where East meets West—participants practise analysing real issues, communicating across cultures, and making informed decisions with a wider international lens.

Students return with stronger leadership foundations—systems thinking, civic awareness, and collaborative problem-solving—plus a clearer global vision for their academic and career pathways. The immersive format helps turn theory into insight by connecting classroom frameworks to institutions, communities, and urban experiences.

The Hong Kong Monetary Authority (HKMA): Understand the "Lender of Last Resort." This visit deciphers the Linked Exchange Rate System (LERS) and explores the future of Fintech 2025, demonstrating how monetary stability serves as the bedrock for economic prosperity.

Keynote Lecture / Masterclass: "Leading Through the Silver Tsunami": Professor Joshua Mok Ka-ho provides a visionary roadmap for "Smart Ageing." Students learn how policy decisions trigger ripple effects across healthcare tech, urban planning, and economic productivity.

Comparative Strategic Lectures: Expert sessions analyze how different political and social contexts—specifically between Mainland China and Hong Kong—produce diverse healthcare and economic outcomes.

Expert Lecture: Policy & Medical Systems: A deep dive into how public policy shapes healthcare delivery, providing the academic foundation for understanding health resource allocation and systemic problem-solving.

Health Policy in Action: Observe how community-based rental services reduce the burden on public hospital systems, a critical lesson in resource management.

Pillar 3: Cultural Heritage & Sustainability
Focus: Community Identity, Adaptive Reuse, Circular Economies, Innovation for Social Good, and Inclusive Societies

The Urban DNA (Peak, Tai Kwun, Central Market): A curated journey through Hong Kong's timeline. From the colonial history of The Peak to the adaptive reuse of Tai Kwun (a former prison), students analyze the "Risk & Cultural Heritage" of preserving dark history while fostering modern cultural centers.

Central Market: Witness the conversion of a 1930s Bauhaus market into a community-centric "Playground for All," demonstrating how startup ecosystems can flourish within preserved cultural legacies.

Sam Mun Tsai Fish Rafts: Examine how the traditional fishery industry navigates environmental risks like "Red Tides" and climate change through sustainable innovation. Explore a "first-of-its-kind" model of Sustainable Social Enterprise that integrates aquaculture into school curricula, rebuilding the social value of a declining trade.
