Abstract:
Hong Kong, an international city in Asia, aspires to establish the city to become an international higher education hub in the region. The Government of the Hong Kong Special Administrative Region (HKSAR) has promoted the integrated development of education, technology and talents to enhance the city's global competitiveness. Against the complex political economy context with the growing impact of geo-politics on higher education development, the HKSAR strategically offers genuine scholarships and incentive schemes to attract and retain young scholars around the globe to study doctoral programmes in Hong Kong. The government also creates a productive environment to retain them to stay to work after graduation.

Based upon recent research about international PhD student mobility funded by the public policy research grant of the Chief Executive Policy Unit of the HKSAR, this presentation examines Hong Kong as an education hub from comparative perspectives. This presentation will highlight policy implications for Hong Kong after reflecting upon other hub experiences in the United Kingdom, Singapore and Malaysia.
