On November 4, 2025, "Research Symposium Promoting Cross-border Education: Management and Quality Assurance Issues," jointly organized by the Asia Pacific Higher Education Research Partnership (APHERP), The Hang Seng University of Hong Kong, Chengchi University in Taiwan, and South China Normal University, was successfully held at the HSUHK (Nansha) Centre in Nansha, Guangzhou. The research symposium brought together renowned scholars and experts from higher education institutions across Chinese Mainland, Hong Kong, and Taiwan to engage in in-depth discussions on core issues such as the management mechanisms, quality assurance, policy coordination, and student development in cross-border education.
Focusing on Cross-Border Education, Shaping a Quality Future Together
As a vital mechanism for promoting cultural exchange, academic collaboration, and global competitiveness, the rapid development of cross-border education also presents multiple challenges, including governance structures, quality assurance, and policy coordination. This research symposium aimed to establish a high-level dialogue platform to steer cross-border education towards high-quality and sustainable development.
Professor Angela Yung Chi Hou from Chengchi University in Taiwan, in her presentation titled "Can University Social Responsibility Drive Internationalization?", explored the innovative models through which non-metropolitan universities in Taiwan are integrating localization with internationalization, aligned with regional revitalization efforts.
Panel Discussions: Multidimensional Perspectives on Cross-Border Education Practice
- Governance and Quality Assurance:Professor Dai Kun from The Chinese University of Hong Kong analyzed the power dynamics inherent in organizational identity construction within cross-border education, using a Hong Kong university's branch campus in the Greater Bay Area as a case study. Professor Zhang Youliang from South China Normal University employed the "Loose Coupling Theory" to dissect the coordination mechanisms and institutional adaptation within Sino-foreign cooperative education.
- Student Development and Educational Choices:Professor Zhai Keyu from Lingnan University focused on students' post-graduation pathways, discussing how to enhance the educational quality of cooperative universities through "whole-person education" and career support. Dr. Yu Jingran from Xiamen University analyzed the perceptions and positioning of different student groups in their educational choices, using the case of a Chinese international branch campus in Malaysia.
Additionally, scholars including Professor Ma Yin from Lanzhou University, Dr. Zhao Kai from Lingnan University, and Dr. Tian Zhen from The Hong Kong Polytechnic University shared their research findings on topics such as cross-border education governance under the Belt and Road Initiative, educational strategies of middle-class families, and the transition of female vocational education.
Building Cross-Border Platforms, Fostering Regional Educational Synergy and Innovation
The research symposium featured two parallel sessions focusing on "Governance, Identity, and Quality Assurance in Cross-Border Higher Education" and "Student Experiences and Transition Pathways in Sino-Foreign Collaborative Universities," respectively. The discussions not only facilitated interaction between academia and policymakers but also provided theoretical references and practical pathways for building the Guangdong-Hong Kong-Macao Greater Bay Area into an international education demonstration zone.
Faculty, researchers, and postgraduate students from multiple institutions actively participated in the research symposium through both online and offline channels. The sessions were marked by vibrant exchanges and a strong academic atmosphere, reflecting the high level of interest in topics related to cross-border education.
As global educational collaboration continues to deepen, cross-border education is entering a new phase focused on quality enhancement and systematic development. This research symposium contributed valuable insights and momentum to policy innovation, institutional collaboration, and the building of an academic community in the field of cross-border education.
