Professor Joshua Mok Shares Hong Kong Higher Education Governance Issues with Delegates from Shenzhen University

Professor Joshua Mok Ka-ho, Provost and Vice President (Academic and Research) and the Dean of the Graduate School at HSUHK, was invited by the Hong Kong Institute for Public Administration to deliver a keynote address to faculty and senior administrators from Shenzhen University on 6 November 2025. The talk was conducted at the Novotel Hotel in Wan Chai, Hong Kong, and was part of the university’s Senior Leadership Training Programme, which aims to cultivate forward-thinking leadership in higher education.

Drawing on his extensive international experience in academic governance across Chinese Mainland, Hong Kong, the United Kingdom, Professor Mok offered a comparative perspective on how universities are managed in different systems. He emphasized the distinct governance structures of both public and private universities in Hong Kong, shedding light on the administrative frameworks that support academic excellence, financial sustainability, and institutional autonomy.

Professor Mok also shared insights from his latest research on Hong Kong’s role as a regional higher education hub, a project funded by the HKSAR Government. His findings examined the models of global education hubs in the UK, Singapore, and Malaysia, identifying key strategies that have led to their success.

Highlighting opportunities for cross-border academic collaboration, Professor Mok underscored the potential for Hong Kong universities to strengthen ties with institutions across the Greater Bay Area. He stressed that by leveraging Hong Kong’s international visibility and academic strengths, closer integration with Mainland partners could lead to significant advancements in research, innovation, and talent development.
