China has launched reforms allowing universities to establish AI and tech-focused majors within months, bypassing lengthy approvals. The "fast-track" system enables 29 new undergraduate programs, including low-altitude tech and intelligent engineering, to launch immediately. Backed by a big-data labor market platform, the move aims to align education with national priorities like AI and green energy. Experts say it boosts agility but warn of data quality risks. While encouraging global collaboration in cutting-edge fields, reforms may prioritise domestic strategic goals. The plan also promotes AI in teaching and interdisciplinary talent development.

Professor Mok Ka Ho, Provost and Vice-President (Academic and Research) of The Hang Seng University of Hong Kong, told Times Higher Education that the Talent Weather Forecast system could help "support the design and approval of innovative curriculum with interdisciplinary orientation and international relevance."

He was more positive about the potential for the reforms to create space for international collaboration. "The proposed reform measures for curriculum innovation will provide great opportunities for overseas universities to develop meaningful partnerships with Chinese universities," Professor Mok, also Deputy Director of the Centre for Global Higher Education at the University of Oxford, said.

"Moving beyond ideological conflicts, with serious efforts promoting Sino-British universities’ collaborations, will definitely benefit both sides."
